Working locally but not on staging environment

I was unable to use the built in set up as it doesn’t recognize I already have a google cloud account so had to go with manual. On my local environment the plugin works fine, items added to the media library flow to google cloud. I replicated the exact same settings on my staging site hosted by Cloud Run and when I try and upload anything there I get the error “The uploaded file could not be moved to wp-content/uploads.” The latter half being my custom folder path. Any ideas why it would function differently on the Cloud Run site?
