wordpress.com to .org transfer not working for plugins

I am having a very frustrating time trying to convert my existing WordPress.com website to a www.remarpro.com site so that I can install a plugin from Paypal to sell my products. .com does not give me the option for plugins whereas I am reliably informed that .org does.

I have followed all of the advice given on this site and have moved my site over to Bluehost:

However when I go to my admin panel I still cannot see the option for plugins – which was exactly the reason for migrating the site in the first place.

I’ve now been sat in front of my PC for three hours and am completely and utterly frustrated and depressed – PLEASE HELP!
