wordpress_importer_init should be pluggable

I don’t see why the function wordpress_importer_init in line 1218 isn’t wrapped into a if ( ! function_exists( 'wordpress_importer_init' ) ) { //... } block.

The class itself is which makes sense, so adding this would help making it more extendible / or usable outside the plugin context.
