wordpress versions compability

So I just got the task of securing and optimizing this site.
An attempt to upgrade wordpress last summer led to 2 months downtime and they had to go back to old version. Unfortunately I dont have the details of what happen or what version they were going for.My plan is to get proper backups and do one thing at a time to see what works.
The site has to work with accessibility for visually impaired. which as I understood it a jungle of different software and browsers, some only work on IE of certain versions and such.
A quick glance at site health reports and pagespeed insight revealed a ton of issues.So what are the best way to go about this? and are there any known issues with latest wordpress version?
My plan is as soon as backups are done to update add-ons and remove unused ones, update PHP and database versions and last wordpress core.
Currently we have PHP 7.1.22, WordPress 5.2.4, sql mariDB < v10 (unable to access hostingservice at the moment, waiting for login details) also some SSL issues to deal with in htacess. I also plan to install cerber security add-on and do a complete malwarescan.
