    Why are WordPress users created before payments are charged at checkout? This is creating ghost accounts due to some tire kickers that are about to check out but then back away.

    That is functionality that was introduced in a recent version to resolve the issue of the users, not being created at checkout. This is not an issue for many other users. Are you updated to 2.10.1?
