WordPress Star Rating Broken, showing yellow bar

I want to say this is a plugin, but I am leaning maybe towards saying that it isn’t. It’s so weird on my wordpress admin, all of the plugin star ratings are not working. They are showing this weird yellow bar with one star showing like this:
