WordPress Special Characters Appearing As "?" On Saving

Hi.
Whenever I’m editing a post or page, and I paste in a special character like these: ? ? ← ↑ → ↓ just as an example, when I click save and the page refreshes to say “Page updated.”, the charcters in the Visual editor box have turned into question marks. I’ve tried going to phpMyadmin and setting the encoding of the database to utf8_general_ci, but the problem still occurs, and what’s more weird is that whenever I go to the Text editor, and type/paste in the HTML code for a character, for example &uarr (semicolon), it works, but as soon as I switch from the Text editor to the Visual editor and THEN update the page, it turns to question marks again, but whenever I paste in the raw character it doesn’t work at all, not even in the Text editor. What’s going on? I’ve checked most of the WordPress database stuff and I mostly see utf8 everywhere, but it still doesn’t work, and in the Writing section in Settings, there used to be a place where I could set the encoding for everything on the site, but now that’s disappeared. How do I stop this?
