WordPress site does not load in chrome or shows weird symbols

The WordPress site does not load after changing two lines in the web config in order to redirect to a new domain (and chaining it back, even restoring an older backup where it worked) It loads under safari desktop completely normal but doesn’t load under safari mobile. The other way around with chrome (loads mobile, not on desktop). When it does not load it shows weird signs under certain pages.
