    There is one possible solution to get this resolved in a systematic manner. Sometimes the cache plays an important role. The plugins do get updated, however, there may be a conflict with other plugins. Hence you are unable to see the desired results.
    Below you may follow the process to get your solution

    ? Clear your browser cache and the DNS cache
    ? Disable all the plugins ONE-BY-ONE
    ? Clear server cache
    ? Then try updating

    I see that you are using a lightspeed server. You may request your host to clear the object or static cache from their end.

    Are you using any object cache from the server?
    Also, check your wp-config.php if WP_CACHE is set as true, then remove that or set it as false, then check the update-core page.

    We use the nitro pack plugin for the caching and optimization and WP_CACHE is set to true from the nitro pack side In the wp-config.php file.

    OK, then try to clear the object cache or disable WP_CACHE for testing and then check if you can reproduce the issue with this change or not.

    site_transient_update_plugins get cached when the object cache with WP_CACHE is ON so it could be a problem that you’re not getting updated data.
