WordPress on Debian VPS?

The installation documentation found in the Codex is pretty thorough. Take time to read the minimum server requirements; Things to Know Before Installing WordPress and then have a look at Installing WordPress. The installation steps are well outlined and easy to follow.

You can find database administration tools in Webmin under Servers > MySQL Database Server. Once there you can create databases and users, and apply permissions to both as required. Webmin also has a file manager located under Others > File Manger. I think anything beyond the information in the links I pointed you to for actually installing WordPress, is probably going to fall under the heading of server administration.
