WordPress Not Updating

Hey there! Is WP 3.8 real buggy? Because no matter what I do, when I make changes in WordPress, it doesn’t update my site for about 10 minutes.. Even widgets don’t change for a while. I erase my entire cache, and reload the webpage, and still nothing. Any help would be great!
