WordPress Multisite Compatibility Issue

Hello,
I am using WordPress Multisite.
My default site is English.
My other website is in Turkish.
I placed an order with my Turkish site.“?n bilgilendirme formu” PDF link is as follows:
https://staging-doyukca-copy.kinsta.cloud/doyukcomtr/wp-content/uploads/sites/2/korkmazsozlesme/on-bilgilendirme-formu-contract-21531-1667997145.pdf
But the link is not working.The file has been uploaded to the default English site’s folder:
