WordPress Multi User question

A client wants the ability to have only a select amount of users be able to post to the front page, and the rest can post only to their “author page.” Similar to this champaignpundit.com/

Where only a select, approved amount of users post to the frontpage, and the rest can post but to their own page.

How do I do this?
