WordPress MU Plugin Control to deny access to some Plugins

Hi there,

i have searched now a while and mostly i just fine things like “Best Plugins for your MU WordPress” and stuff like that. But what i Am looking for is a Plugin to get some Plugins out of Users reach.

Esample, no User needs to have access to Quick Cache, Login LockDown, Multi-Site Site List Shortcode, WP Permalauts and some others i am using for my WordPress.

If i put them into mu-plugins they get deactivated and if i let them in the normal Plugin Folder. I just created a new User and Blog and at least Quick Cache is gone, but Login LockDown is still available. I would really like to have them hidden away from there.

But what Kind of Plugin i would need to accomplish that?
