WordPress Media Library Image Editor Not Working -"Could not load Preview Image"

Good day everyone,
I’ve been beating myself up on this problem and I’ve run out of things to try. I am looking for other suggestions.
We are running a multi-network, multi-site installation and WordPress and all plugins and themes are at the latest version. The issue is when any user (including super admins) go into the media library on any site, and attempt to use the built in image editor to crop or rotate an image. The error that comes up is “Could not load the preview image. Please reload the page and try again”.
I’ve searched the internet for potential issues and attempted all I can find without any resolution.
These are the items I found and what I tried:
1. removed all themes and plugins from the system – did this, no change
2. remove all empty space between tags in the functions.php file – did this, no change;
3. remove the closing php tag from function.php – did this, no change;
4. remove specific rules from Mod_security that may be blocking WordPress functions – we are not running mod_security at this time.
5. modified logging to development mode (logging to 4339) – recreated the problem and no errors, warnings or code notes are being added to any of the wordpress, php or system logs.Any other thoughts?
