WordPress Installed but still going to install.php

I recently moved to a new server. I had wordpress setup and installed previously.

Now when I go to my site I am forwarded to wp-admin/install.php.

I check my database and it is there with all old posts. I am still able to post remotely via XML-RPC also.

wp-config.php is there with the correct settings. Beyond that I am not sure what to check.

What causes wordrpess to redirect to install.php?
