WordPress Got Wiped. How can I restore?

My WordPress got wiped.
I can’t restore my site following your guide. installing your plugin does nothing. it just creates an entirely new database without my previous restore points.
I tried following this guide in hopes of restoring my entire site…

When I upload the file, it says “not an accepted file type.”
really disappointing when you need it most but it fails you….
