WordPress frontend submission

Hi guys could you recommend me a plugin that:

Allows users to login, sign up, then have access to be able to make a post with images, featured images, and in a certain category?

If they want to make more that one post they get charged a fee, per post or monthly?

Do you know of any plugin that can do this?
