    Is it possible to have a wordpress website by first downloading WordPress, installing starter pack by astra, and once the website is ready to go live, then buying the domain and hosting?

    You can of course also purchase the project domain later. This does not have to be the first step.     What you need first, however, is storage space that fulfils the minimum requirements of WordPress. This doesn’t have to be hosting – it can also be your local computer. Find out more about local development of WordPress websites, there are several solutions for this. It doesn’t have to be paid hosting.     There are several 3rd party website that provides the service of doing experiments with WordPress, one of them you can try to “Pantheonsite. io”
