WordPress event api

Hi,

I am new to WordPress. Does WordPress have an API and event system, where you can capture events, such as save, publish. Can something be implemented where a scheduled task runs everyday and if a page has not been updated for a given length of time then it sends out reminder emails. A table would prob be required to store that a reminder has been sent. This sort of stuff can be done in Umbraco, but not sure about WordPress.

Is the only language PHP?
