• Is this a function build in to WordPress (I do no think so but need to be sure because of the new GDPR laws coming in to effect soon in the EU) or a Plugin or service one can install or subscribe too?

    For core WP with a default twenty* theme, if one does not login, there is no personal tracking of any sort, not even cookies saved. However, your server likely logs visitor IP addresses. This is external to WP. Certain plugins and themes may deviate from core’s no tracking concept. For logged in users, I understand an upcoming release of WP (4.9.6) will include tools that will help you comply with GDPR. Release is scheduled for later this week, but that frequently changes.
