WordPress doesn't detect plugins

  • upgraded from 3.7.1 to 3.8.

    Got a very weird issue. All existing plugins in the plugin folder don’t show up in backend.

    I have tried installing a random new plugin from backend, it works fine and shows just like normal.

    I have made sure that permissions of old plugins match with the newly installed plugin.

    I tried installing an old plugin akismet from backend, it says the folder already exists.

    I am a wordpress developer myself since 2007. WTF is going on ?
