WordPress "Customize" menu cropped

In recent versions of WordPress (up to 4.5), I ran into this: the “Customize” menu has issues with cropping. I am experiencing this in Firefox 44.0.2 using WordPress themes “Twenty Sixteen”, “Twenty Fifteen”, and also a few other themes – with all plugins deactivated.
Steps to replicate this:
1. Activate any standard theme such as “Twenty Sixteen” with all plugins disabled
2. In WordPress dashboard, go to Appearance > Customize
3. On left sidebar, click on either Menus or Widgets
4. The result will be cropped on the left side (menu1.jpg)
5. In either Menus or Widgets, click on any tab with >
6. Now click on <
7. The result will be fixed (menu2.jpg)
8. Now click on < again
9. Repeat 3-8, it’s the same cycle over againAnyone know why it does this? Or how to fix this?
