What do you mean, you mean when the custom CSS plugin and our are activated, it removes a link from the WordPress admin? Can you tell me what plugin is it?

Could you search from your HTML the code “wpadminbar” and see if it’s generated?
Could you also try to change the plugin settings and see what setting is causing the trouble, switch On/Off and save:
– The cache system
– The file minification
– The file group
– The expire header settings
