WordPress.com Shows Two Sites Connected When Only One Is

WordPress.com hasn’t been logged into for a while showing an error “XML-RPC is not responding correctly ( 429 )” after debugging. JetPack was removed completely from production & staging then reinstalled on production but WP.com kept showing the Switch Site option with JP installed on one site. /xmlrpc.php functions and don’t believe this is a hosting error unless instructed otherwise as GoDaddy doesn’t deal with WP.com issues.
