WordPress – can only delete 94 users at a time

  • My website is new, I don’t have any real users. However, somehow some bots created over 23000 users. I installed the bulk delete plugin, but it does not work at all. I am using the wordpress users tool and I try to delete 400 users at a time (I set up in screen options to display 400 users). After I select them and delete them, the page informs me it deleted 94 users. Is there any simple way to delete more users at a time? Any idea why the inconsistency between 400 selected users and 94 deleted users?
    I have the latest wordpress version installed.
