  • What did cPanel restore? PHP file, database, or both?

    both

Something is wrong with the database then. Or it is a backup from before the site was installed. You can copy databases from place to place (the actual database files themselves or mysqldump exports) and WordPress will fire back up with only a few minor issues. I have done that many times. WordPress has never tried to (re-)install itself.

Do you have direct access to the database backups? Assuming they are .sql files, can you download them and open them in a text editor? I’d like you to search for known content and see if the backups have your content in them at all. Does that make sense?
