wordpress admin page problems

i have 3 wordpress sites for our company all on the same ftp server and host. for some reason, only on 2 of the sites, the admin pages now look like this:
the admin pages for these 2 sites is now completely dysfunctional. nothing works. i can’t run any updates, it just shows the spinning icon but is either stuck in “updating 1/x” or “unpacking the package” eternally. it adds a .maintenance file each time which i have to manually delete after waiting for the update to process for an hour or so. i have attempted all the usual things like manually removing all plugins, etc, to no avail. i have checked the ownership and permissions of the folders, nothing seems to be out of place.
could this be a database problem or something?
is anyone else having this problem?
sorry if this has already been posted, i’ve spent hours searching for help on this one but it seems it’s an odd issue. most people with similar problems are either a multi-site user (which i’m not) or the admin page just comes up white for them. my admin page comes up, but it is unformatted (very ugly) and 100% not functioning. it isn’t browser specific (i’ve tried in chrome, chromium, opera, firefox and internet explorer). i’ve tried in windows xp and windows 7.
keep in mind, 1 of the 3 sites works perfectly.
oh, i did try manually updating wordpress (which i will try again soon) and when i was done the admin page looked perfectly normal… the formatting was all back to normal BUT… the upgrade functions were still not working and would always get stuck in the same states i mentioned earlier.
dang this is weird. anyway, i think that covers it.
