WordPress 5 no option for parent under page attributes

This was mentioned by another poster in another topic which covered 2 issues and that topic was pointed to a solution for the second issue so I am opening a specific topic.
I updated my site to WordPress 5. When adding a new page I looked for where I was supposed to set parent page and could not find it – used google and came across a thread mentioning where someone had said it was found under page attributes, with a screenshot. The option does not appear in my page attributes – the only option is order.
A workaround was given of going to the page menu after creating and publishing the page, choosing the page and using quick edit where the option still exists but to honest this is a pain in the rear end. I rely quite heavily on parent/child pages – I am a photographer for several teams and cover a huge number of matches and each gallery needs to go under the right team to help people trying to find a specific match quicker or who only follow one team.
Yes, I am aware of the “classic” plugin – which does work, but what is the point in upgrades if I have to then use a plug in to negate their functionality? So can someone please explain why I am having this problem and how I can fix it.
