WordPress 5.9 breaks convert to blocks

In 5.9, we can no longer convert the Classic editor paragraphs to Gutenberg core/paragraphs. It fails to convert them successfully and only offers to convert them to HTML. I have all plugins disabled and tried using the 2022 theme and 2019 theme.
