WordPress 4.4 Cannot select more than 1 category per post

  • Issue:
    On: localhost: XAMPP 5.5.24.0
    Select more than one category on a post. Click Update. Only a single category remains selected.

    When same operation is attempted on production site, it works. Both sites using WP 4.4.2.

    Attempted:
    1. Disabled all plugins. Renamed plugins folder plugins-old.
    2. Switched to 2016 theme.
    3. Reinstalled WP 4.4.2.
    4. Emptied browser cache. Tried a different browser.
    5. Tried adding multiple categories via Quick Edit.
    6. Restarted Apache and MySQL.
    7. Logged out and logged back in.

    None of the above results in a post that is filed in more than one category.
