WordPress 2.9 Admin has no style

I have a number of WordPress self hosted blogs, which I have upgraded to 2.9.
On our main blog, hosted by GoDadday, has no style for the admin interface. 3 other blogs on BlueHost all have no issue.

I am puzzled as to why the load-styles.php arguments are delimited by the html entity for ampersand within the page’s source, rather than the single ampersand character; however, the other working blogs all so the same thing. Refreshing the page does not resolve the issue, in case it is a cached stylesheet issue.
Any suggestions appreciated.
