Word Limit Excerpt

I know this question has probably been asked several times, but finding the right response is complicated. How can we limit the words for the excerpt posts? Is it possible to change this code – <?php the_excerpt(); ?> ?

I would also like to note that I do not want to use a plugin. I would like to try to modify the code myself.
