woocommerce_payment_complete and Paypal IPN

I’ve written a plugin that will pass a WooCommerce order to a web service after payment. As part of it, I need to pass the Paypal Transaction Fee, which is normally added to the meta data after IPN confirmation. but, using the woocommerce_payment_complete hook (with priority 20), the Paypal Transaction Fee does not seem to be in the meta data yet.
Is there another hook I should be using?
