woocommerce_custom_surcharge is now broken for small amounts

I’ve been using woocommerce_custom_surcharge (as from this link in the woo “documentation”). Here is my exact code: pastebin.
Works great in 2.3.7
In 2.3.9, paypal takes issue with it. When I make a purchase totaling €0.02, Paypal says this:
The link you have used to enter the PayPal system contains an incorrectly formatted item amount.
I believe this is to do with how Woo deals with decimal points. Nevertheless, this is a pain in the b*lls. How can I fix?
