woocommerce wholesale order shipping issue

so I know shipping is a crazy issue for many businesses – we have it set up for retail customers with free shipping over $75 to make it easy. However, we dont want to offer free shipping for wholesale customers. HOWEVER – when a recent wholesale customer went to place an order for about 240 pieces of numerous different products (very small and can fit in one or two boxes) it only gave two shipping options USPS priority for $1700, or first class for over $5000. When we package up and ship it actually costs about $20.

Does anyone know how to fix this?
