Thank you for including those screenshots of your settings and what you are seeing on the site.
I see you have it set so you enter prices inclusive of tax. Where is your shop’s base address (under WooCommerce > Settings > General)?
When prices are entered inclusive of tax, then the prices you enter will be based on the tax rates for your shop’s base address.
In other words, if I have:
– Prices entered inclusive of tax
– $100 product
– 0% tax in California, 10% in Hawaii
– base address in California
Then I will see:
– Product price of $100 for a billing address in California, with $0 tax
– Product price of $100 in Hawaii, with tax of $10
But if I change my store’s base address to Hawaii, then I would see:
– Product price $90.91 with $9.09 tqx = $100 total in Hawaii (since that’s the price including tax)
– Product price $90.91 with $0 tax (reduced since there is no tax in Cali and the product price is based on the tax in the store base location)

It also appears you are using a plugin to allow you to set different prices based on the currency/location (and perhaps with multi-currency/exchange rate functionality as well?). I would recommend temporarily disabling while you are working things out with the taxes, as it could complicate (and perhaps even conflict) with these calculations.
