Woocommerce Update Cart button is inactive

Using Storefront/Boutique Theme, WooCommerce 3.1.1. I am still developing my site, not ready to go live, but have just noticed that the Woocommerce Update Cart button is non active. I am not sure if it worked before the latest update to WC 3.1.1. I can find solutions but they all seem old.
