WooCommerce tax questions

Hey guys, forgive me for the beginner questions, but I need someone to shed light on this for me. Ive installed everything in my woo commerce store except the taxes. My store offers clothing as well as services and ships to all countries. My questions are:

-How should I set the tax rates? Should I set a single tax rate based on where I live? Or tax rates for each province, state, city, country, etc?

-How should I set tax rates for shipping? Should I set them based on where I am shipping to? If so, where can I find the prices for how much that would be?
