Woocommerce tax is not calculating

woocommerce tax shows in cart, but doesn’t calculate, always zero. What the problem could be?

Here is the tax setting:
Enable Taxes
Prices Entered With Tax: No, I will enter prices exclusive of tax
Calculate Tax Based On: Customer billing address
Shipping Tax Class: standard
Display Prices in the Shop: excluding tax
Display Prices During Cart and Checkout: excluding tax
Display Tax Totals: as a single total

I also input Tax Rates for the “Standard” Class.
