WooCommerce Status widget not showing net sales for Shop Manager

Hello, on my install the WooCommerce Status widget on the admin dashboard shows net sales with an amount, top seller, orders, etc as expected.

However on when I log in as shop manager, the net sales are $0.00 this month.

I am still testing with dummy credit card # and development shipping api from fedex, but if the admin sees an amount for net sales, why does not the Shop Mgr?

In Woocommerce->Settings->Tools, I have cleared transients, orphans, capabilities, and cleared analytics cache but issue persists.
