WooCommerce Shop Manager role unable to add coupon

Hi, I am having issues with the Shop Manager role being able to create new coupons in WooCommerce. I have everything related to coupons enabled (checked) in URE settings.

I saw another thread where someone enabled the shop manager to publish and edit posts and that allowed coupons to be created, but we’d rather not allow the Shop Manager that capability. Any ideas?
