wooCommerce Shipping error

I get when I select use same address as billing
“Sorry, it seems that there are no available shipping methods for your location (New Zealand). If you require assistance or wish to make alternate arrangements please contact us.”
or if type in a shipping address
“Please fill in your details to see available shipping methods.”

I have tried:

my country is set in all places (wooCommerce settings) to New Zealand
I have tried to allow ‘all countries’ everywhere country selection is allowed
i had originally no size or weight for product.
I changed to 1Kg for all products
I have free shipping or local pick up
I have disabled Paypal sandbox

woocommerce 2.0.5

none of the configuration changes I made is solving the problem.
