Woocommerce Services USPS boxes wrong size?

I’m trying to setup Priority flat rate mail through USPS using Jetpack and Woocommerce Services. The customer brought in the flat rate boxes they use most commonly, which I double checked as accurate from the USPS website and enabled in the shipping settings.
One such box, the Medium Flat Rate (top-loading) has an interior dimension of 12x12x5.5 according to the USPS website and my own measurements from the actual boxes from the customer. When I enable that box in the USPS priority settings (in the shipping zones screen), it’s not being used for a product that I know should absolutely fit. The product dimensions are 11.75 x 11.75 x 4, which is less than the inner dimensions of the flat rate box. Still, it’ won’t use it when testing, and instead defaults to the rate when no other rates can be found.
No errors in the log, I’ve triple checked all dimensions. What made me wonder, is if you go into the packages setting to add custom packages, then click the tab for “service package”, the medium flat rate box are not there, and some of the other measurements don’t match up to other flat rate boxes.
I’m wondering if the sizes for flat rate boxes that you set in the USPS settings under the shipping zones are out of date/incorrect, and that’s why they aren’t allowing my product to fit, even though it should by the dimensions?
