woocommerce programmatically pick a shipping zone based on shipping class

I am splitting the package using “woocommerce_cart_shipping_packages” and I would like to select a shipping zone based on the shipping class. If the shipping class is blue_widgets I can pick the blue_widget_zone.

I am thinking that I wont be able to do this when I am creating packages so I think I will need to tie into “woocommerce_package_rates”

Has anyone done this and if so could you give me a nudge in the right direction. I am totally drawing a blank on this!
