WooCommerce + PayPal + Shippo

We use WooCommerce for our Store. A customer purchased a product using PayPal Guest Checkout to pay. She wanted the product shipped to a different address than her billing, but she did NOT select that on the WooCommerce Checkout page. On the PayPal checkout page she DID select different Billing and Shipping addresses.
We use Shippo to manage our shipping. The Shippo address for Shipping was the same as the customer’s billing address, which was not what the customer wanted.
Is this a WooCommerce issue, a PayPal issue, or a Shippo issue? Or is this normal?
What is supposed to happen if the customer does not select different billing and shipping in WooCommerce, and then changes their mind in Paypal?
