WooCommerce packages/groups

I am setting up WooCommerce for a client. She has created packages in which some items are taxable and some aren’t. She does not want to redo her pricing to include tax, which would solve this problem. She has her pricing set at prices like $199 and has no plan to change her price to $209. It’s that pricing psychology thing.
Does anybody have a way to have some items within a group or a chain taxable and some not? It needs to add tax on a total of less than $50 worth of stuff without taxing the remaining cost of the package.
