WooCommerce – Limit Shipping by City

Hi!
I’m trying to set up a WooCommerce to work in only 3 cities.
How can I change a city input in address form from text to drop down menu showing only two cities?

Issues faced

1. The drop down field is displayed after State and Zip Code, can we move it up. It should show City first and then state and zip code

2. This drop down is not shown in shipping address, it is only shown in billing address

3. The drop down menu is too wide, can it be same like state down down menu.
