WooCommerce Guest Checkout Not Working with Subscriptions; Paypal Forcing Login

I have guest checkout enabled for WooCommerce and WooCommerce Subscriptions. I want customers to be able to checkout using full pay or a monthly payment option without being forced to login to a Paypal account. I only have Paypal as my merchant.

Full pay works fine, but subscriptions only works if customers create a Paypal account or login to their Paypal account. I want them to be able to checkout without being forced to login or create an account. I have enabled ‘enhanced recurring payments’ through Paypal. It is set up and works well as a button, but it is not working when a customer checkouts through WooCommerce. I contacted Paypal and they said it is a WooCommerce issue. Help!
