Woocommerce Flexible Shipping not Working

Hi flexible shipping does not seem to show anywhere front end but is not bringing up any debug errors. Admin works fine and have tried with your table price tutorial and imported the supplied csv. Im nor sure it is an issue with the theme, however is woo Boutique child theme. Turned off a few other plugins to no effect and chnaged to standard storefront theme and still no shipping is added? attached status. Am i doing something silly? Thanks
